11.14 - Question Bank Blueprint and Coverage Matrix

Module: Standalone Reference Appendices and Instructor Resources

1. Purpose and Scope

This file serves four functions:

  1. Defines the metadata that must accompany every existing and future question.
  2. Audits the current question bank against the course structure and current EPA test-topic headings.
  3. Demonstrates assessment coverage of the course’s major instructional outcome clusters.
  4. Identifies coverage, answer-key, and governance gaps that should be corrected before a future release.

This is a question-bank control document, not a student practice set. The primary EPA category assigned to a course question is a project-maintenance classification. EPA publishes test-topic headings, but EPA does not classify or approve these project questions.


2. Current Question-Bank Audit Summary

The current repository contains 1,280 unique multiple-choice question instances in Modules 1-10.

2.1 Important Answer-Key Control Note

Of the 1,280 questions, 1,270 have an explicit corresponding answer block in an existing answer file. The 10 cumulative questions in 10.3 - Commonly Confused Terms.md state that their answers may be discussed or incorporated later, but the current snapshot does not contain a dedicated answer block for those 10 items.

For this audit, the intended answers were resolved directly from the course content and the answer choices:

3. Required Metadata for Every Question

Question IDs must remain stable after publication. If a question is materially replaced, preserve revision history instead of silently reusing an old ID for a different concept.

5. Current EPA Test-Topic Taxonomy Used by This Blueprint

The current EPA Test Topics page organizes the certification content under Core and Types 1, 2, and 3. This project uses the equivalent project labels Type I, Type II, and Type III.

5.5 Primary-Tag Rule

Many course questions integrate more than one concept. The master register records one primary EPA heading based on the concept required to select the best answer. Secondary concepts remain visible through the source subsection and Topic field.

Do not interpret the project tag as an EPA endorsement or as a claim that the official examination uses the same wording or weighting.

Existing questions that already carry an explicit difficulty tag retain that tag. Questions without an explicit tag are assigned an audit difficulty from their cognitive demand. Future question files should store difficulty explicitly rather than relying on later inference.

10. Assessment-Target Reconciliation

The project outline contains two assessment-volume statements that are not fully consistent with one another. The earlier first-edition plan specifies 50 Type I, 75 Type II, and 75 Type III dedicated practice questions. A later project-wide minimum table lists 75, 100, and 100 respectively. The current repository follows the earlier dedicated-set design.

10.1 Module Readiness Quiz Target

The later outline separately lists a target of 100 module readiness quiz questions. The current repository does not contain a separately labeled 100-question readiness-quiz bank. The module practice files function as readiness assessments, but those same questions are already counted as module/Type practice questions.

Control rule: Do not double-count the same question merely to satisfy two blueprint rows. A future governance revision should either define module readiness quiz as an overlapping functional label or create a distinct question set.

10.2 Readiness-Target Reconciliation

An older project-outline line uses an 85 percent section target. The current operational readiness files use the newer standard:

11.1 Identified EPA-Topic Gap

The current audit finds no Type III question whose primary tested concept is the EPA heading Leak repair requirements.

The course does assess:

  • Type III leak direction and leak indicators.
  • Low-pressure leak-test pressurization.
  • Leak-inspection/chronic-leaker concepts under Type III leak detection.
  • Current Section 608 leak-repair requirements elsewhere, especially in Core/Type II material.

However, those do not substitute for a Type III-specific question whose controlling answer is the applicable leak-repair requirement.

Add at least 3-5 original Type III questions explicitly testing the current leak-repair framework in a low-pressure-appliance context. The new items should cover, as applicable to the course scope:

  1. Applicability of the current Section 608 ODS leak-repair framework to a qualifying low-pressure appliance.
  2. The applicable annual leak-rate category for the stated use.
  3. The full-charge threshold and the condition that makes the rule apply.
  4. Repair/verification or related recordkeeping logic without confusing it with Type III leak-detection procedures.
  5. Separation of current Section 608 ODS requirements from the separate AIM Act HFC framework where relevant.

Do not copy or reconstruct secure certification questions. Any added items must be original and must be verified against current official sources before release.


12. Major Instructional Outcome Coverage Matrix

For this audit, a major learning outcome is treated as the learning-scope cluster of one normal instructional subsection in Modules 1-9. This is the appropriate level for proving course coverage because many numbered learning objectives intentionally support the same integrated concept-check question.

The repository contains 75 normal instructional subsections, 666 numbered learning-objective statements, and 620 embedded concept-check questions. Every one of the 75 instructional subsections has at least one direct embedded assessment; in fact, the current minimum is 8 concept-check questions per audited instructional subsection.

This does not claim a one-question-to-one-objective mapping for all 666 individual objective bullets. It proves that no major subsection-level instructional outcome cluster is left without direct assessment.

12.1 Outcome-Coverage Conclusion

At the major instructional subsection level, the current course has direct assessment coverage for 75 of 75 outcome clusters.

The separate EPA-topic audit in Section 11 is more stringent and identifies one distribution gap: Type III Leak repair requirements lacks a Type III-primary-tagged item. This should be corrected even though leak-repair concepts are taught and assessed elsewhere in the course.


13. Blueprint for Future Question Development

13.1 Minimum Rules for a New Question

Before a question is merged:

  • It must test content already taught or explicitly designated for the same assessment.
  • It must have four choices, A-D, with one best answer.
  • Distractors must be plausible and diagnosable.
  • The answer must be traceable to the course and, when rule-dependent, to a current authoritative source.
  • A numerical answer must include units and the condition that controls the number.
  • Current and historical regulatory values must not be mixed without explicit labeling.
  • The question must receive all metadata required in Section 3.
  • The question must be checked for near-duplication against the bank in this file.
  • The question must not reproduce, paraphrase too closely, or solicit recalled secure certification-test content.

A balanced new set should include a deliberate mixture of:

  • Direct definitions/recognition.
  • Classification.
  • Rule/threshold with conditions.
  • Procedure or sequence.
  • Safety/hazard recognition.
  • P-T, pressure, vacuum, or units where relevant.
  • Scenario/application.
  • Current-versus-historical discrimination where the topic is vulnerable to obsolete study material.

13.3 Mock Examination Rule

Universal mocks should remain substantially independent. Do not populate Mock 2 by simply copying Mock 1 with reordered choices. Reusing the same concept is acceptable when the appliance, conditions, distractor logic, or required reasoning are meaningfully different.

15. Question-Bank Maintenance Procedure

When adding, revising, moving, or retiring a question:

  1. Confirm the source subsection and unique question ID.
  2. Confirm Core, Type I, Type II, or Type III assignment.
  3. Assign one primary current EPA test-topic category.
  4. Assign difficulty and question type.
  5. Confirm one correct A-D answer.
  6. Assign a primary error category.
  7. Verify all rule-dependent content against current authoritative sources.
  8. Record the verification date.
  9. Assign the intended quiz/mock use.
  10. Update the section-level and EPA-topic coverage counts.
  11. Check for duplicate or near-duplicate questions, especially across the two Universal mocks.
  12. Update the corresponding answer file and explanations.
  13. Recheck that every distractor has a defensible reason for being wrong.
  14. If a current regulation changes, use 11.15 - Regulatory Verification and Update Procedure.md to identify every affected question.

16. Release QA Checklist

Before a question-bank release:

  • Every question has a unique ID.
  • Every question has a Core/Type I/Type II/Type III assignment.
  • Every question has one primary EPA-topic tag or ADMIN.
  • Every question has a difficulty level.
  • Every question has a question-type code.
  • Every question has one correct A-D answer.
  • Every question has a primary error category.
  • Every question has a verification date.
  • Every question has a quiz/mock use.
  • Every normal instructional subsection has direct assessment coverage.
  • Every current EPA test-topic heading intended for the certification section has at least one appropriate question.
  • Mock 1 and Mock 2 are substantially independent.
  • No question depends on an obsolete value without explicitly identifying it as historical.
  • No secure or recalled certification-test question has been copied into the bank.
  • All current rule-dependent answers have been reverified.
  • The 10 cumulative questions in Section 10.3 have an explicit maintained answer source.
  • The Type III leak-repair coverage gap identified in this audit has been resolved.
